Congratulations on your interest in Greek Life! I also suggest you do some searching on Greek Chat, there are wonderful threads disscussing many different aspects of expansion.
I also recommend that you do some reading on the National Panhellenic Council Website, the governing body of all NPC sororities. If you are interested in colonizing one of the 26 NPC groups, you may also want to take a look at their individual sites.

If your interest is in starting a local sorority then I would recommend you take a look at http://www.geocities.com/localsororities/ which lists local sorority websites from all over the US and Canada. It's a great place to start doing some research.

Don't forget the opporunties for sisterhood and service within a service Fraternity--they do amazing thing within the community as well as build bonds of sister and brotherhood.
