Here are some tips that may help:
While in the shower, exfoliate your lips. Do this by wetting a washcloth, pull your lips taught, and rub w/ washcloth
As soon as you get out, apply a moisturizing lip balm (while your lips are still damp. Burt's Bees is the best, in my opinion. I've heard Carmex can actually dry your lips, although I haven't any proof as to that. All I can say is my husband used to have badly dried lips, until he tried Burt's.
Do NOT lick your lips throughout the day! That will only dry them further!
Drink lots of water
Reapply lip balm after eating or drinking, and before going to bed
You should see improvement in about a week or so.
