Sounds like they have a pretty good case against the city. That zero-tolerence citation thing is BS. The good thing about a zero tolerance policy like that is that the citations are EASY to defend in court. Essentially what the city is doing by issuing these things every time there is any sort of complaint is eliminating their credability in the courtroom.

Well at least if the judge is fair.
