Maybe you are just imagining things? I mean the girl has gone out of her way to steal all of 25 dollars, the price of a fast food lunch.
Maybe one of your other roomies are framing her?
But if you really think she is stealing you will have to not let her move in, you may have to reeimburse her the money though if the landlord isn't up for it.
