It is sort of a vicious circle. In order to be able to expand successfully you need money. Many chapters that open for expansion have a significant housing requirement (LSU for example). Having more chapters gives the National group a larger monetary base to start from. Colonies rely solely on the support form the National group for everything they do. Not to mention the costs of just submitting a written presentation much less bringing in a whole group of people for the formal presentation round.
Unfortunately it is not just that the smaller groups are not picked by the campus to come on, many times they don’t even submit a written presentation to be considered.
