I think that asking the applicants to raise money for themselves is a bad idea. In the 'real world' you don't pay a fee to apply for a scholarship. Even if you'd require the applicants to raise the money in the community, they are (in essence) doing your work for you.
I manage a scholarship fund for our alumnae Panhellenic and we give away anywhere from $1500-5000 a year in scholarships. We raise the money ourselves through our annual Silent Auction Awards Luncheon.
I think it's admirable that you want to fund a scholarship, I really do. I think that your chapter needs to come up with an annual fundraiser that involves the community to raise the money needed to fund the scholarship.
