IT depends on the rule.

Many systems follow only the 11th commandment:

Thou Shalt Not Get Caught.

So often times a single group will get in trouble for doing what everyone is doing.

Sometimes its a matter of degree, they are more extreme in their violations than others.

Most of the time though: they just got unlucky once or a couple times and developed a reputation.

After they have developed a reputation they are under more scrutiny and are more likely to get busted than other groups.

Interestingly, these groups tend to be the more popular ones on campus which invites the jealousy attack.

But even people that are party to breaking rules of their own, get to feel good about themselves for turning other groups in . . it creates a very negative environment.

But whatever turns you on.
