Do not go e-mailing everyone in the house! If there is contact info for the president, feel free to ask a question or two. If the contact info is for the webmaster, you can drop her a line that the site looks great, and ask who to contact with general questions.
Try something like "Hi, my name is such-and-such. I saw your sorority webpage and it looks great. I was involved in activity and activity in high school, and it seems like a sorority is a great way to stay involved in college. Can you provide me with more information on recruitment? Thank you!"
This will put your name in their heads, and briefly show off some of your activities (Don't list them all, just the big leadership or volunteer things). Be aware that they will think you have contacted every chapter. Also, the response may be very basic, simply referring to Panhellenic recruitment. This is nothing personal, but they want to be careful to follow local rules.
Hope that helps.
