Most fraternities are classified as 501c7 non-profit organizations. Under this classification donations are not tax deductable.
If you could sneak under 501c10 -- the only difference being that you are under the "lodge" system (which isn't really defined very well in the tax code) donations would be tax deductable.
I'm not sure if dues are EVER deductable though to any organization.
