If it is a "beauty plus" pageant - like if you represent a local industry (example - dairy princess) or something - I think it would be OK. Otherwise, you have to be careful with things like that. A girl from my hs told everyone she met at our college campus how she was homecoming queen in high school. No one was too impressed.
I think regular snapshots are fine, since they would show you really are attractive - they can make ANYONE look hot at Glamour Shots!
