			I do not think that you should tell your Internationals/Nationals right away.  I believe that when there is a problem you should try to resolve it between the parties involved before bringing in others and further complicating the mess (unless of course it is something realy huge and/or dangerous). 
 
Somebody should address the chapter members.  If you don't feel they would listen to you, find someone a little older and more removed from the situation to talk to them.  Perhaps think of someone you respected when you were a member, and ask her advice. 
 
And, just food for thought but, you say that you're not "really in a position to try to say anything to them" because they wouldn't respect what you had to say.  If this is true, I think you should really think hard about reconsidering becoming president of the Alumnae Association because the collegiate/alumnae relationship needs a strong foundation of mutual respect to be beneficial.
