We actually run an hour long session on basic parlimentary procedure during our pledge program. I have run the session session at state and region conferences of our fraternity.

Since we don't get into anything complex in our meetings, there are rarely any dispute about rules of order.

Anytime you are running a meeting where decisions must be made is the time to use it. If you have what I call a 'program' meeting, there is no need for it.
