Question -- should not the term be just BGLO or AAGLO instead of HBGLO? A main purpose is to uplift the African-American community. Even on the NPHC web site, the term "African-American Greek Letter Organizations" is used more often than not.
Founding to help preserve or uplift a culture/community is very special and those who join such organization do so because of those principles. Similarly, many of the Latino organization are specifically for uplifting the Latino community or culture.
This is very different than the general social fraternity/sorority or the multi-cultural fraternity/sororitiy, which are perhaps more alike even though they may use different recruitment technique.
