Drama factor, and they don't want the headaches of showing underagers drinking. On RW the casts are instructed that if they are drinking alcoholic beverages, they have to pour it into an unmarked cup.

I agree though, even in our freshmen-can't-pledge semesters, we NEVER had a pledge class where everyone was 21. If they were smart, they would show true "sorority life" and just focus on 6 over 21 sisters, leave the pledges out of it.
