I've seen this as an organizer for a women's MeetUp group. It's so frustrating! We've tried to find different ways to prevent the "saying yes until a better offer comes along."
For dinners, you can ask for deposits (as restaurants here are more frequently now asking a per person deposit to hold tables). I set events to allow +25% more than I have space for knowing that people will bail at the last second. Some groups have started only allowing one or two late cancellations before you get removed from a group or get put at the bottom of the list. It's unreal!
