I took a look at the PHC score card. The average number for a house is 200 members with ASA and Dphie having 52 and 88. I guess the PCs were being near 90 during the previous recruitment maybe that's why?
Also, I know Alpha Chi were booted for hazing, so who knows if they put a deal in place to return at a certain date.
