Okay. A set quota would be "each house takes 50 girls." Variable meanwhile allows houses to take girls based on their own internal total in accordance to campus total. So if a house is under total, they can take more than the set quota to not only catch up but also to avoid as much COB/informal recruitment as they would need to if there was a set quota. Penn State currently has 18 (!) houses and a lot of them are at various sizes, so I feel like in this scenario it could work.
