after all these years, an answer
it's from the zeta house at Indiana University, it was our intramural jersey and the "KGB" is the nickname of the guy who's it was
he gave it to puck during a college visit to IU when puck came to the house and puck randomly wore it throughout the show
not sure anyone cares anymore but there ya go
