My opinion only: in this case and other cases where a group has been permanently banned from a campus, it is the school that does the banning. The inter/national organization probably hoped to return one day in the future, so did not agree to the permanent ban. They will agree to the closure, but probably did not issue a joint statement with the campus due to the ban.
