I don't know if we ever had to ask permission. I know that a bunch of sororities haven't for years. They'd be overcome with doing all this in some areas--like in the Southeast, the ADPis and Zetas and Phi Mus would have to spend days attempting to drop legacies because of all of them that they have here.
My chapter already has far more legacies rushing this year that we have spaces for.
