I don't think any national/international org. is "stricter" than any other... many have similar rules because they are covered by FIPG insurance policies, etc... The differences are from chapter to chapter more than GLO to GLO. Some are just better at enforcing the rules than others... and some are more overly anal than necessary too, probably.
Also, I think it is funny that people say you shouldn't drink in letters because you are representing your organization even if you don't have your letters on (for instance, guaranteed that people on your campus recognize you as sorority girls when you are at the bars together even if you have no letters present). You should not act inappropriate IN or OUT of your letters.
