I know two organizations that may fit what you're looking for, both are in Brooklyn.

Here is a brief description of what they do:
Brooklyn Legal Services Corporation A ("Brooklyn A") has been providing free civil legal services to communities in North, East and Central Brooklyn since 1967. In addition to legal services for people living with HIV/AIDS, we also provide a wide range of legal services to income-eligible residents of the communities served by Brooklyn A: landlord-tenant and other housing matters; social security, welfare, food stamps, medicaid and "workfare" matters; elder law; family law and family preservation; immigration issues and family law issues for victims of domestic violence; community economic development; and housing preservation.
I know one of the contact people there is Martin Needleman, but I can't remember what his title is.
