Actually, the chapter is not responsible if something happens to them because the event is held at a third party vendor. The Westin would be held responsible if anything happened within the actual formal. As for outside, that would be the responsibility of the establishment they were attending.
As for the rooms, well, if Sigma is paying for everyone's room out of their budget, that's just silliness. Most chapters who do overnight formals have their own sisters pay for their rooms on their own.
I'm not saying that what they did was right in leaving the formal to go somewhere else and get loaded. I guess I am just used to the days when the whole formal thing was open bar....ahhh, those were the days, eh 33?
