Here's the part that I'm going to focus on: the "bad reputation".

What exactly is your reputation? Is it a bunch of drunks? Druggies? Socially awkward? Or is it just a smaller chapter?

Whatever is causing your bad reputation needs to be worked on first. If your chapter has a good solid brotherhood with campus involvement (intramurals, student government, etc.), you'll attract more members and get noticed by the sororities.
