Well one thing is you are making rush a seperate activity from membership. When membership is low you need to make anything (except a ritual meeting) eligible for an event for rushees to come to. Bring them to chapter meetings so they can see what life is like in a house!
Also you need to look outside the actives bringing people in and start rushing strangers!!
