As 33girl said, small town, and perhaps minimal access to services that would have helped her take legal actions rather than the desperate and illegal actions she did take?
Of course, it's hard to make a judgment call when you're not heavily involved in the case, and perhaps this young woman presented herself as a cold-blooded killer. But from an outsider's perspective, it seems like a heavy sentence considering the type of crime committed.
