Could be a plugin update/incompatability or simply someone abused it one too many times. Depending on how the code works with the site's design, how the framwork is put together, and if the person who designed the site's inner workings is still on staff, sometimes the costs for fixing a "minor" problem become greater than the payoff. More than likely, there was a human reason that removed the button.
Just like on a private sales website, don't waste your time leaving negative comments or spam on forums and reviews, most developers/administrators will not approve them.
