This is EXACTLY what you should say - to your advisors, to your regional officers, etc. ASK for help. Don't just take their ultimatums and then worry about how to follow through. Ask for a traveling consultant to work with your chapter. ASK for contact information for chapters that turned their membership numbers around (so you can get ideas from them).
Yes, your HQ is strict, but they really are trying to look out for your chapter's best interest. USE them to your best advantage - pick their brains, their experience, etc. Don't feel as if your chapter is in it alone. If they don't offer the assistance - ASK for it and don't take no for an answer.
