My chapter was used twice like this when I was an active. It was when there wasn't a snowball's chance of a "yankee" getting an SEC bid, if you lived above the Mason-Dixon line! What really burned me was the number of women who would have been committed to the chapter who had been cut so that these special snowflakes could get a bid.
Another phenomena was when a chapter closed (in our case, WVU), and many sisters transferred and wanted to affiliate. For the most part, we accepted them happily.
