Let's dial it back a bit. Firstly, are there any chapters you may be interested in that are having COB events? During COB you may have a better chance to explain that while credit wise you are a junior, you have X number of years left to complete your degree.
If you're school is on the list of schools confirmed to be expanding before you graduate, take a shot at going for a spot in the founding class.
If you're school is not currently looking at expansion efforts you could always start asking but are unlikely to reap the benefits due to timelines. If this is the case, I suggest focusing your attention to other worthy campus activities.
