Say quota is 25, campus total is 60. A chapter has 40 girls and they get 20 thru formal rush. Even though they are at total, can't they snap bid 5 more? I always thought quota was quota was quota - i.e., even if you are only 1 girl under total you can still take quota.
Although with the spawn of Satan who was our Panhel advisor, I wouldn't be surprised if my campus was doing it wrong all these years.
