First off,
unless the Panhellenic has instructed you to wear a semi-formal dress, don't. Just wear a nice, dressy 'church' type dress.
If Panhellenic has said you should wear a semi-formal dress, you especially don't want it to be revealing. It should be tasteful and fit well - not too tight. Be sure to wear proper undergarments with whatever dress you choose.
