There is no big 23. All 66 fraternities are equal, more or less. The vast majority of them have between 50 and 100 chapters spread out over North America, so they're all more or less equal anyway. NIC-Indy doesn't do anything of real importance anyway- it's mostly just a forum for sharing ideas and lobbying Congress. It doesn't act in the same capacity as the NPC.
