I've never heard of this, nor have I ever seen SA volunteers publicly seeking donations anytime other than Christmas. Maybe a regional thing? I just looked at the website of the local Salvation Army and there's no mention of it.

Based on what I did find on the web at other SA sites (see above) it goes back to the SA providing doughnuts to soldiers in France during WWI.
