Well...

Every D9 publication is sent to each other's HQ. Its not like other members subscribe. But, I imagine its done to keep eachother informed of issues of mutual interests. I would imagine corporate sponsors probably receive copies as well...to show the organization is on task...especially, since money is being exchanged.
