As you mentioned, the registrar sends the official (and final, as often required) transcript to the university.

You can visit your high school registrar for unofficial copies of your transcript (often these are included in the info you pass to those who are writing recs). Likely the online recruitment registration is asking for a scan of your unofficial transcript (not sure how they would authenticate it as "official" via a scan by the student anyway).
