This sort of thing is common in my state as well. This is a clearly unconstitutional measure. After it is struck down by the courts, the politicians will decry the government's hostility towards religious people, maybe enact some laws punishing the state judiciary or further politicizing it, then enjoy the success such activity garners at the ballot box.
