Response from NPC from sororityparents.com on this year's outrage over IU recruitment. Glad to see that they specifically mention that they and some of the nationals have asked them to move to a traditional quota system.

We appreciate the thoughts and concerns and suggestions expressed regarding the Indiana University (IU) recruitment process.
Please know that the Indiana University (IU) Panhellenic operates a unique system in the determination of quota for each of the 21 NPC members groups represented on the campus. Each of the 19 housed chapters sets its own quota, based upon the number of projected open bed spaces for the next academic year. It is the ONLY campus in the United States that remains on this system. For the two unhoused chapters, their quota is determined based upon preferred size for operation and being comparable in total chapter size to the other chapters on campus.
It is a long-held belief of collegiate and alumnae sorority members of this university community that the experience of living together in a chapter house for three years is critical to one’s overall sorority experience; hence this practice remains in place,
in spite of continued requests from the inter/national organizations and the National Panhellenic Conference for the chapters to move to a true quota/total system. Several, but not all chapters have instituted a live-out policy for a limited number of senior members, but unfortunately these waivers and policies are not sufficient enough to meet the demand of the number of women wanting to join each year.
NPC continues to work with the collegiate and alumnae members of chapters in this system on this process and the overwhelming hurt caused by not opening up the system to meet the interest expressed by unaffiliated women on this campus. Because recruitment is a mutual selection process, not every woman expressing interest in the system may receive a bid. However, if the campus would use the traditional quota/total system, there certainly would be an increased opportunity for the placement of more women.
Additionally, in an effort to assist with placement of interested women in sorority membership a third unhoused sorority will be colonizing on the campus this academic term — Delta Phi Epsilon. Women who do not receive a bid during the recruitment process will be eligible to participate in the colony recruitment process of Delta Phi Epsilon. The dates of its recruitment are January 22-29.
