All chapters choose their own quotas. What number they got and the number they wanted may not be the same thing. Also consider that both groups have to be very careful not to give the appearance that they take everyone. If they took NM classes of 100 while everyone else took ~50, they would be hard pressed to deny that accusation. When they are struggling to get a foothold as new chapters on a campus, they can't be that far off from the campus average. It's a completely different thing if a housed chapter makes that jump.
