OP, the computer program will search for your first preference. If you are high enough on #1's bid list you will receive a bid from your #1 choice. If that doesn't work, then the computer tries to match you with your #2 choice. If you are high enough on #2's bid list, you will receive a bid from your #2. If you do not match to #1 or #2 and you attended three preference parties, the computer will try to match you with your 3rd choice. If you did not receive a bid from #1 or #2 it is because you were not high enough on their bid list before they reached quota. That is why you received the bid you received.

It has nothing to do with how badly #3 wanted you, or if you were at the top of #3's bid list. It has more to do with the position you placed your top preferential choices, and your position on their bid lists. They pledged quota (the maximum # of PNMs they can pledge during formal recruitment) before your name came up.
