I'm 99.9% certain I know which campus this is, and yes, I think either someone has explained it to her sister incorrectly, sister has misunderstood something she was told, or the OP has misunderstood what her sister told her.
Regardless, I'm looking forward to hearing the rest of the story WestCoastWonder, and I hope your sister is having a great time. I'm going to root for M&M's. Lately, I'm addicted to the peanut butter version.
