They way I understand it, it can mean the PNM has grades close to either NPC or individual chapter requirements. i.e. if a chapter has a minimum of 2.5, and Low Grades Lena has a 2.6 (or 2.54, 2.57 etc) she is considered a grade risk because her grades aren't good and by the next semester she could drop below the minimum and need to be put on academic probation by the chapter.
