I think most legacies know the specific policy for their legacy house, so in my opinion it is not lack of education. The issue is the inconsistent policies between organizations and the confusion it causes PNMs during tent talk and the anxious period between the final rankings and the opening of the envelopes. For a girl who prefs their legacy house ABC, and ABC policy says, "pref girls get first bid list", she knows she will be and ABC if she went to pref and ranked them first. For the girl who prefs DEF, her legacy house, yet that chapter does not guarantee first bid list, it causes a great deal of confusion and hurt to hear other girls talk about how they know they will be an ABC because they ranked them first, and their celebrations begin 12 hours earlier than everyone else...no stress...all fun. IMO, all legacy that go to pref should be on the first bid list. Otherwise other house will either release them not invite them at all and we all know it is such and emotionally charged time, who needs that?
