Quota and house total are two different numbers. Quota is based on the # of PNMs signing bid cards and is set for each formal recruitment period. total is the overall number allowed in chapters on a campus. If after recruitment, there are chapters that are not at total, they can still offer bids. If Panhellenic raises chapter total, then there may be several chapters who can participate in open recruitment.
