The point of all this is that they need to clarify that they are NOT talking about chapter closures in the section Titchou quoted - i.e. they need to say "if an INDIVIDUAL'S pledge is broken" or something of the like.
As far as asking a group to hold you over if you're worried about the chapter closing, the chapter might be perfectly ok and understanding and super willing to do that. The national entity might see things differently.

I see what you are saying. In most places, however, CPCs prevent locals from doing this type of thing if they are on a campus with multiple other chapters. It's best for Greek harmony. If it is a single NPC functioning on a campus with a lot of locals, they don't really have an expectation of any UA being upheld on that campus. I agree that "primary recruitment period" opens the rules to a lot of interpretation, but not necessarily to just locals who don't have to necessarily follow these rules anyway. Clarification of that terms meaning for each re ruie t type would've helpful.
