You should have them sent to the chapter house care of the recruitment chair. If you don't have the addresses you can have them sent to the panhellenic office (where you sent in your registration). Each chapter usually has a box that they put stuff in for them so they can give them to the correct chapter. To do this though they would have to be addressed to the chapter c/o panhellenic.
Best bet - send it to the house. Giving the women writting it a self addressed stamped envelope isn't a bad idea either. But usually, if someone says they will write a ref then they know where to send it to.
