If you are looking to make a website, then Weebly and Googlesites are both free and fairly easy to use. Plus, with Google sites, you can add other administrators or editors if they have a gmail account. You could also create a wiki and have it be a collaborative effort among multiple members. Try wikispaces or pbworks.
To store photos and have them accessible online, scan them and share them via a photostream, like flickr.
I'm not too sure about documents. Perhaps try scribd?
