I would absolutely refrain from going into rush with the mindset that you'll be transferring! In fact, a friend of mine who rushed at another school got a bid from a sorority, but after she told her sisters that she was transferring, they wouldn't allow her to initiate.
Not saying you should keep secrets, but you never know if joining a sorority now will change your mind about transferring!
Also: don't plan on joining a particular sorority based on which chapters are available at other schools... join one that suits you best!
