It all depends on the chapter, how many initiated sisters there are, and how many pledges there are. It also depends on who has the time, desire and sometimes money to be a big. It also may depend on who gets along with who. Some chapters have more stringent requirements than others with regards to grades/sorority involvement/etc.
To sum up: Every chapter of every group is different.
