Yes, to the bold. However, this largely depends on your campus. It's usually less cutthroat for guys than it is for girls when you're an upperclassman, but it can still be a factor at certain schools.
I'm not suggesting you divulge any information about your school, but you should get a feel for your campus and see if others have joined as a junior or senior.
And just attend rush events and see what happens. It can't hurt to try!
